How can i get the vinyls on somebody´s Storefront for race?

It depends on what series you want to race in. Most of the series' here have independant vinyls from each other.
Go to the series thread, there should be a thread called vinyls/liveries/number boards etc or similar. Post in there, someone will send you a friend request, and they'll gift the set to you.
Sometimes TCR races might put them on the storefront. Go to the storefront and go to Browse Vinyl Groups, then on the search parameters go down to the bottom where it says "Find by Gamertag" and type in the Gamertag of the person who has the vinyls by pressing X
