What happened to reserving the numbers that returning drivers used?

Because of the anticipated number of entrants for this series we're operating a 'First Come - First Served' procedure.
Many drivers are currently retaining their higher end numbers which does mean that more low end (two digit) numbers are currently available.

I know that is the logic behind the new sign up, but this is the first time I'm hearing it's 1st come 1st serve. I don't see anywhere in the rules that it's a first come first serve without giving previous runners number priority.

Unfortunately that is the only detail that was left out when Matt was making up the threads for this series. It's going to be added to the OP of the registration thread so that this doesn't happen to anyone else, I apologise that it got left out in the first place. As Matt said, the numbers for this series are being given out on a first come first served basis and 22 has been taken already. Unfortunately you'll have to choose a different number to run in this event as an alternative.
