The yellow line defines the Pit entry and therefor resembles the track limit, so you may hug it as LONG as no tires cross this line, white lines 2 wheels over are permitted.

^ Adding to the above it does sound slightly misleading, like its mandatory to have the car on the line and never leave it, will add more detail so its clear to understand, but shouldn't be too much of an issue for drivers to understand the limits of where to go/not to go on the circuit.

You see the dotted white lines on the left of it symbolising the Pit Entry? Yea that's where you stay when racing hence what I said before, some tracks have the yellow line that hug inside walls (Sebring for example)

you stay on the banking. simple.
two tires MUST stay on the track at all times, so running all 4 wheels wide over the white line to gain advantage will be punished.

At Road Atlanta you can not cut the grass on the pit entry road, but you can still take it as fast as you can without going all 4 wheels on the grass.

A. Driver can use pit lane as arc into final turn?
B. Driver can dip tires into dirt to assist breaking after the straight into the 90°left?
C. Driver can stop at strip club during the pit stop in second race?

B: It's defined as "Grass-Breaking" and this year serves a penalty if done intentionally and consecutively.

Rules say starting speed is 80mph. Is this correct? Since it will be tough to do this on several tracks due to the short start/finish straight.

I find the pace speed at 80MPH is fine with dropping it to 60MPH for the rolling start. I am also toying with the idea of allowing passing before the line, it seemed to create pretty epic but clean starts (unlike V8 Supercars!)

Rolling Start
7.4.4 The grid will start under rolling start, competitors will be instructed to drive in single file to speeds that a do exceed 100 MPH (160 KPH), Race control reserves right to lower maximum speed if needed.
7.4.5 Upon on reaching a predetermined point on circuit drivers will be instructed to form side by side at speeds that do not exceed 60 MPH (96KPH)
7.4.6 The driver in pole position will ask if the last place driver is lined up in formation and the lead drivers will accelerate after instructing “Green Green Green”, race conditions will begin upon “Green Green Green!” command.
This is what the sporting regs say^
