Qualifying will be 1 hour before the race.

7PM BST
2PM Eastern US
1PM Central US
12N Mountain US
11AM Pacific
8AM Hawaii

Anyone who fails to qualify will start at the rear of the lowest lobby.

Not trying to be a spoiler here, but, would it benefit someone fast to simply not qualify and end up in the slowest lobby so that they can hot lap the round and win overall anyway?

Maybe. Depends on how long they are stuck in traffic to start the race, and how well they get on in lapping cars. I tend to run quicker when chasing something my pace or greater than I do on my own, pretty sure some others are as well.
