The track seems simple enough, and the car seems well suited to it... but it's not as easy as it would seem. Real easy to get turn 3 all wrong.

indeed i am. get turn 4 right, and you should have a fast lap. 
These cars are certainly not as easy around Sunset Oval as the TASCAR Stock Cars.

You should try the IROC 79 Camaro from my Storefront. At Road Atlanta. With a 20% rear grip reduction to simulate rain. I can tell you everybody had fun with that race.

By the 10th lap was doing 39.1's, and there is plenty more in it, just experimenting with lines.

just got a 40.163, then hit the outside wall at the exit of 2, spun down the track, rolled backwards at full speed for 100m or so, and then smashed front then back then front then back into the wall for another 50 or so meters

This is based on IROC which was NASCAR rules in identically prepared cars. NASCAR has issues with tech advances, such as traction control.
Lack of TCS isn't much of a big deal on ovals, especially with the rolling starts.
