Stan, if you want to steal the jet then try this:

Get a fast car, head to the northern gate of the base, drive through the gate, take first right, head straight to the airfield, turn left, drive close to the hangers on the left, find the jet, take off, avoid the Jet's missiles. Avoiding the Missiles is the hardest part but...

... When you have the plane, you can put it in the hanger at the airport if you buy it. Then you can keep it forever

Easiest way to get a jet is to skydive in. You have less time being Wanted. And when you take off, fly straight forward. Let the missile get you, you should outrun them and survive. Then switch character and switch back again to get a fully restored plane.

Is the jet VTOL like in SA?

No. I heard there was 2 jets, and one was the VTOL Hydra from GTA:SA. But haven't seen or heard much about it yet.

Can fly the 747 Jumbo Jet but not the smaller passenger jets?

do you mean the private jets?

If you spawn as Trevor and get to Sandy Shores there is a train line between the town and airfield. If you get 1 or 2 stars hold off the cops and get on the train. Pull out your weapon of choice and watch as it climbs to 5 stars really fast. Its awesome with a minigun!
