I asked, probably won't get an answer but Laguna has a mistake dating back to the same time period.

Matt could be right or could be wrong. I know Sebring changed a lot, even the track and distance between turns. It looked foreign when I first played it like I was lost to where I was on the track itself.

I know they just want to add a little action to the sky, but I still don't get the Forza franchise's obsession with hot air balloons (unless it's now become a running gag to put them in).

It creates atmosphere, and I think once we get our teeth properly into the game most of this sort of stuff we won't even notice 90% of the time, like balloons and heilcopters.
