So we're not allowed to play with our setup even though the S2000 in current form enables all of us to do this, so who is going to govern this and make sure everyone is playing fairly because I'm sure someone at some point will bend the rules, not by any stretch saying I will but would like to think everyone is racing in an equal field.

Personally, and this is only me speaking out loud, but as the car can be setup and tuned in its current form wouldn't it be better to allow tinkering with setup and just stick to the NO upgrades?

This will be a series of who the best driver is. Not the best tuner. As Bandit pointed out, we can stop someone from tuning their car in the race lobby's by forcing no upgrades and tuning.
