Hmm... sort of a cross between TGT and Spec Cars? Depending on the rules and tracks this could be a good one.
On a very similar theme in terms of performance, silentalarm42 had come up with a spec tuned JGTC 300 Subaru series which has yet to see the light of day, but tested brilliantly.

I am torn between allowing upgrades or banning tuning entirely to be honest.
One one hand, upgrades can make the cars easier to drive, but rewards the better tuners. Forcing stock build/tune takes personal preferences out, but equalizes the cars and puts everything in the hands of the driver.
As for the tracks, anywhere that sees lots of passing opportunities. And I am in agreement with short to medium tracks, but a couple longer tracks, such as Road America, have some great passing opps too.

been thinking about doing something like this myself after watching some of the series on TV
as with the real series i thought it would be good to force ABS on as they are made to do so in the races
and possibly run 2 races, one with a grip reduction penalty to simulate a wet race

maybe, but i thought it was interesting when Tiff did his bit on telly saying he struggled to get used to racing with abs - can't remember if the cars they use are AWD or RWD

Maybe use that stupidly crazy looking Lamborghini that is supposed to be a road car that's in the game. Can't mind the name of it now...but it doesn't look like a road car. I'm sure it's a Trofo something.

Having never driven it I don't know how it handles, but I remember when it was first released as a pre game promo car I wanted to see a series use it. Matt and I were pushing to have it as the spec series car instead of the 458 when the game was first released but no one else would take us up on the idea, plus it's money

umm could work with the gallardo would need to be around the top of S class .
