Rule Change Proposal for 2013
Since we had a major hoopla at Nurburgring after Aero recalculated mileage, and some lingering effects in the other 3 TEC events this season (technically, by Drake Hellspawn's math, the #994 Turner car lost a position by ~1 second at Britcar), I was wondering if we could examine a rule we have set in place for the TEC.
At the end of the final stint, drivers are to complete the lap they're on. This is a great theory and makes for an appealing, realistic-looking conclusion for the TORA TV broadcasts. However, with this ending it theoretically renders the last stint relatively useless, as most drivers vying directly for position will have completed the same mileage as each other.
What I am proposing is a change to the rules where the last stint is still expanded to the complete 2-hour mark (instead of the 1:45 like the rest of the stints), but the drivers stop on-track at that point in time for collection, or at least they must remember the mileage at that moment while continuing on to the end for the sake of a "realistic finish." The final running order of that stint is also taken down for tiebreakers.
In the overall Timing and Scoring system, the mileage across all stints is compiled together to a grand-total amount. From here, round-up to the next lap that would have been completed (so that it's a nice round X.0 laps instead of X.Y laps) where prior mileage would be the determination of finishing order. Should two teams have ended with the same Total Mileage combined from all stints, whoever was ahead in the final stint would take the position--adding potential drama to the last stint for the TORA TV broadcasts.
If you need clarification on that (I kind of worded it as I went) just say where your problem would be. Feedback is appreciated

Still flawed, if you are going down the front straight at Nordschleife going 200 it's going to take you a lot longer to stop than it will for me in the karussell going 60. I have no idea what would be better as it all gets mucked up and confusing.
Only solution I see if for everyone to complete the same distance. Turn the race timer off if need be and take down the time it took everyone to do each stint then there is only a time gap, not a distance and no calculation is necessary.

At least with my proposal it would keep it the same format as what's already in place for the other stints. It would be a relatively-seamless transition into what's already in TORA.
But I do see your point, as it would turn the race into a rally-esque format (split times at the end of the stages). However, the multi-class format utterly ruins that concept, as at Le Mans or Sebring the end-race split from upper- to lower-classes would potentially be over 15 minutes within a lobby, which is just too damn long to be practical.

You set a distance to complete based off qualifying poles for each class?

Just to throw in a similar idea...
Carry out each stint as normal. So at the 1:45 mark we stop and take down distance. For the next stint, start "under safety car" and get everyone lined up in race positions. This way, cars that completed the same mileage can race for position properly. For the finish, we wait for the 2:00 to finish but the leader completes his final lap and everyone else continues to the finish line. This way, anyone with the same mileage will be classed based on their finishing position during the final stint.
Idea needs developing but would something like that work?
