Im not sure on sign ups however stints have now closed so my best guess would be sign ups have too..... unless they are still open which would mean any new team will have to start from pitlane.

Maybe there's a mix up perhaps. In previous TECs sign ups closed earlier and stints were the night before, etc. Although there's probably 1000 different variables here lol.
