I have recently just moved over from an Xbox 360 to an Xbox One and really want to get into online racing.

I understand that TORA uses Forza 5 or Project Cars for the competition and I will probably order one of these soon, but I'm not sure if I should get a racing wheel or not.
Is it better than a normal controller or is it just a users preference?

I'm looking forward to watching and hopefully taking part in future events!

From all the info found here on TORA, Project Cars is infinitely better with a wheel. Forza is far more controller friendly, to the point wheel users and controller users are equally competitive.
