Best I can figure is that the handicap is to keep the cars from over revving on a forced stock tune into the redline and hurting the motor. Pretty smart actually

the 10% power handicap slows the car(s) down just enough to closely emulate the real cars, as i'm more than positive they cannot do 200mph on their own at Daytona, unless they remove the restrictor
