I would say so, if you post race only, and are assigned a lobby, you could join for race 1 onwards.

While I hope to not be in the lower lobby, I am happy to see you return.

I'm thinking of joining up for this also I don't think I've read the rules wrong but I have escort cosworth with pi 499 c class power is exactly 250hp

Only variable when "at" 250HP is if it actually fits into the lobby. Easy to check: set up a private lobby with the specs (C Class, 250 Max HP, 2000 lb Min) and see if you can then select your car. If you can, you are good, if you can't, you may have to retool it a bit.
