There was an issue at the end of lobby 5, if you have any clips or pics from the end it would be appreciated.

Replays and pictures won't rectify bad and incorrect instructions, seems like one host said one thing and another host was saying something entirely different.

Unfortunately due to Forza replays sucking... that won't help. APEX FUEGO I believe has the results figured out as he stayed very late after the race attempting to put it all together. Hopefully APEX FUEGO replies in this thread, he had a good list going with everyone's verbal verification of their position. The only ones I remember are:
4 SubaruWRX522
5 APEX FUEGO
6 (no one replied saying they finished in this position, and and nobody left in the party knew)
7 SVR Vantage
8 TUS KAMIKAZE
9 nivracer
10 and below we didn't know
And I thought (don't quote me) jenson09 said that LSEM Pigeon would not keep his 1st place due to not following instructions. If that still supposed to be the case everyone should be bumped up one position, so nivracer now in 8th, TUS KAMIKAZE in 7th and so on, but yet timing shows him in first. During the race we had a discussion about finishing the race instead of stopping on the first corner as there were no GT4 cars in our lobby, and it was discussed and confirmed MULTIPLE TIMES to NOT stop and continue to finish the final lap under racing conditions. And yet he still stopped which created this fiasco, then jenson09 told everyone to stop and the people who did after he said stop seemed to have gotten penalized in terms of their finishing position as some people still continued.

I was told LSEM Pigeon had started lap 32 in first place (GT3), then - as it is customary in TORA events and as he had been told prior - stopped off track at the first corner.
And he was put into the spreadsheet as the winner of that class in that lobby - and rightly so.

It was confirmed no less than 3 times, as well as he notified the other party in our lobby. He failed to follow instructions, that is his fault. If we have the rules written down clearly and it's also customary, then for the love of God don't alter it to "your" - the host's - liking each race as it will only cause chaos. Both during qualification and the race.
As it has been posted here many times during the past few weeks, Xbox party chat communication is unreliable, so it's entirely possible that not all drivers will get the information. So what can we fall back to? The written rules. Since you know... In theory everyone has to be familiar with the rules...

‘Out of sight, out of mind’ a sad attempt to make the failing of hosts disappear and cheat us all out of positions through no fault of our own. Absolutely shameful and if this is how TORA is now going to operate then this site has truly reached a massive low!

His party host was not the lobby host. We followed lobby hosts instructions, and his party host was also notified that we will continue to the end of the race. Its his and the party hosts fault if the party host did not pass the instructions on to him. His inability to follow instructions caused the entire issue. We all stopped once we noticed he stopped, but the party he was in continued to race past everyone else. Is he the only one that didn't get the message to continue? "All of the races will commence with a rolling start which will include a formation lap and conclude with an extra 'slow down lap' for GT3 cars at the end of the race to allow the GT4 field to conclude their race without danger of collision with AI cars.
Therefore all races will have TWO additional laps over the advertised race distance. For example:
WGI Race 1 - 17 laps + 1 Formation Lap + 1 Slow Down Lap = 19 'lobby laps'
Race 1 grid will be formed by the results from qualifying.
Race 2 grid will be formed by the results of Race 1
The slow down lap requires GT3 cars to form up in a location indicated by the lobby host in the correct finishing order and remain there until the GT4 field completes their lap. They will then complete the train of cars.
The lobby host will then make note of the results and request the field to complete the final lap in formation.
To be clear, after the GT3 winner completes the final race lap, all subsequent cars (GT3 and GT4) are to cease racing the next time they cross the line, and line up in order."

SubaruWRX522, my party host did not receive jensons' instruction to carry on through to the end of the race, otherwise we would have carried on like your party did. None of this is my fault as you claim, I followed the instructions I was given and I abided by them. This debacle falls on many issues:
1) Myself being unable to join jensons party. I am not sure what had caused this but I suspect it is a combination of the party being invite only, myself not receiving notifications to join or jenson seemingly not responding to my message (I have a screenshot of the message). Whether this is an issue with XBOX Live services or ignorance I cannot say. I joined the other party as to retain some sort of voice communication so that I could race. Why the two party hosts were not able to communicate with each other properly is not my issue at all so I will not comment except to suggest for an alternative solution to voice communications (Discord, TeamSpeak, any other reliable VoIP service that is openly accessible to all participants) be found urgently.
2) Failure to adhere to the rules. LSEM Norbert has cited the rules. If there is a spoken rule/gentlemen's agreement that the lobby hosts' word takes over the written rules, I and many other competitors are unaware of it. Unfortunately the rules seem to be open to interpretation, which is causing confusion. By my understanding all those that carried on to the end of the race should be excluded from the results. That is not fair for the drivers if this is a failure of communications between party hosts. (In my opinion, the race should be re-run. There is no fair outcome for anybody that has taken part unless the two parties are treated as separate lobbies).
3) A lack of communication. I've repeated this above, but ultimately this is the main cause. Two different parties in the same lobby were given different end procedures. Us drivers were right to do as we were told by the party host as this is the main communication drivers have in the race regarding information. How was I or the other drivers in my party supposed to know what the lobby host is doing if they are in a different XBOX party during the race? If the information provided by the party host is wrong as they cant decide on the end procedure, why should the drivers be punished?
We are all frustrated by this, however, do not try to spin this as being my fault. We are all victim of TORA's mismanagement of this race/series. Whatever the outcome this time around, a repeat of this would damage the reputation that TORA currently holds on to.

We are actively discussing what happened and my hope is everyone involved will get an answer very soon. This is a new one for us so some patience would be appreciated.

OK guys here's what we're trying to figure out:
We've got 1 group that was told to go to the end of 31, and one that was told to go to the end of 32. So obviously some will stop sooner, thinking the race is over, while others will carry on, thinking it's still active.
So the question is how to we place the drivers that stopped at the end of 31 compared to those that carried on, since both groups followed their respective host instructions? That's what we're working on.
It's going to be very difficult to please everyone here but we're certainly trying our best to figure this out!

Whilst trying to be fair for all drivers, I can only suggest 2 options. Firstly, have the order as when drivers crossed the line into the 32nd lap as everyone was still racing at that point. The only issue being evidence as to where drivers placed. Secondly, lobby 5 re-runs the race and uses the results from that. This would require everyone to attend again within the 3 week break.
