They don't, but the publisher would still own the franchise rights. They'll just get some other developer to make it (badly).

Turn 10 did take over the PGR franchise, and a British based company were rumoured to be working on a game on behalf of Turn 10. Rumours were that it would be an Open World Forza...that Rumour is still hanging about and actually is looking quite realistic.

I'm not sure if Turn 10 still have the rights to PGR.
