Yeah, they are, but in Scotland and Northern Ireland, different banks print out notes (Clydesdale, RBS and Bank of Scotland in Scotland, and a few other banks in Northern Ireland).
In England, people often refuse Scottish or Northern Irish notes. If you're not used to seeing them, you'll tend to question if they're fake or not (I once had someone give me a Northern Irish fiver during work, and nobody would take it as change). Bank of England notes don't have the same problem, as England culturally dominates the UK, so everyone knows what they look like.
I used to find myself hesitating slightly with English 20s, as they look quite a bit different to English fivers and tenners, and they're not as common up here.
Here's an English tenner, and an RBS tenner.
So, when I handed over my Scottish fiver to the Polish girl in McDonalds, to her it was some foreign currency.
