Why does someone who is RO get a higher lobby than someone that posts a quali time?

Only reason I can think of is that the person who is RO is in the GT4 class. And we want to have them fit together the best with the GT3s.

My quali time is wrong... it reads 1:49.941 and should be 1:49:839.
