as for Turn 1, i dont think any wheels accross that yellow line, and knocking over the pitlane-cones is okay

Turn 16 shouldn't be an issue. Turn 1 and 17 are issues because you can put 4 wheels off track and still get a clean lap. As far as I'm aware, turn 16 should not be an issue.
