Regarding the points scoring system presented, will the 'Standard TORA Points' apply to all race series? As in some it was only a 1 point difference for most positions, and I believe the current system which is used in the ISCC points scoring and the one proposed in the new sporting regulations is the way forward.

The points on there is labelled "Standard TORA points"
In some cases, the series may have a differing point structure such as TASCAR etc. If this is the case it will / can be specified but the majority will be Standard TORA points, like GT, ISCC etc.
Same with Lobby Podium Boosts. It is there where needed, but series will specify if that bonus will be included in that specific series

Certain events may include the “Lobby Podium Boost incentive. This will be stated in the series Rulebook.
8.2 Those who finish on the podium in lower lobbies (B,C,D etc) will be given an extra points boost in the following increments
+4 Points
+2 Points
+1 Points

If the series takes on such a rule then yes.
It is an incentive that no mater which lobby you're in, a race win is still worth something special.
All series are not obligated to take on such a bonus. It's more of an "opt in" case, but I feel even a victory in lobby F should feel special

The only issue I could see with the podium boost is sandbagging, or more likely accusations of sandbagging.

Lobby 2 should never beat lobby 1, 3 -2, 4-3, etc. That's not a good thing to reward someone more for qualifying bad and racing lesser opponents.

Are there any discussions taking place about the elimination of both car and driver changes? It creates confusion and forum troubles when switching and substituting happens.

Substitution shouldn't be a problem in spec cups, so they shouldn't be removed there. For non-spec championships, I think the rules might need to be tightened to keep another TCC S8 final round fiasco from happening again.

The points bonus will not be used in all series, and maybe changed.

If a championship is to have no subs anymore,
Would Tora consider using a dropped round system in team championships to counter the issue left by no subbing.

Good point LastNewtStandin. Details of how the dropped rounds work should be in the Sporting Regulations so that in series rulebooks it only needs to state that dropped rounds are to be used. Will add tonight

Excellent work so far chaps - it's good to see lessons have been learnt from recent events.
It would appear that 2014 promises to eclipse 2013, which in itself will be an excellent achievement
